City of Hercules

The City Council established the Redevelopment Agency by City Ordinance No. 168. adopted on September 22, 1982. The City Council approved and adopted the Redevelopment Plan for the Dynamite Project Area (the “Dynamite Project Area”), by the adoption of City Ordinance No. 181 on November 30, 1983, such plan being subsequently amended on April 26, 1994 by Ordinance No. 325, and on February 27, 1996 by Ordinance No. 333. By adoption of City Ordinance No. 351 on April 13, 1999, the City Council approved the Redevelopment Plan for Project Area No. 2 (“Project Area No. 2”).

On February 13, 2001, the City Council adopted Ordinance No. 363 merging and amending the Redevelopment Plans for the Dynamite Project Area and Project Area No. 2 creating the Merged Project Area. The Merger/Amendment not only merged the Dynamite Project Area and Project Area No. 2, but extended the effectiveness of the Redevelopment Plan pursuant to Section 33333.6 of the Law, and thereby the time to collect tax increment, for the Dynamite Project Area. On March 8, 2005, the Council adopted Ordinance No. 403 amending the Merged Project Area to increase the tax increment limit for the Dynamite Project Area portion of the Merged Project Area, eliminate the time limit on incurring indebtedness for the Dynamite Project Area portion of the Merged Project , and to combine the bond indebtedness limit for the Dynamite Project Area and Project Area No. 2 portions of the Merged Project Area.

The Council is currently considering plans to further amend the existing redevelopment plan to include the Hilltown and Sycamore Crossing projects.
