Housing Element Update
2009-2014

As required by State law, the City of Hercules is currently in the process of updating the Housing Element of the General Plan. To also meet the requirements of the California Environmental Quality Act, the City has prepared and issued for public review an Initial Study and Mitigated Negative Declaration (MND) (PDF). Comments on the Initial Study/MND should be submitted to Planning Department staff by 4:00 P.M., May 28, 2013.

On December 18, 2012, the City submitted to the California Department of Housing and Community Development (HCD) a revised Draft of the Housing Element Update 2009-2014. On February 14, 2013, HCD sent City staff a letter stating that the revised Housing Element will comply with State housing element law (Article 10.6 of the Government Code), once the revisions are adopted by the City and submitted to HCD, pursuant to Government Code Section 65585(g).

In October 2010, the City submitted the Preliminary Draft of the Housing Element Update 2009-2014 (1.5 MB PDF) to HCD for 60-day public review of compliance with state laws.

On Sept. 9, 2010, the City held the first community meeting to discuss the Housing Element update, and held a second meeting and presentation for the Planning Commission on Oct. 4, 2010.

The City’s General Plan consists of an introduction and nine separate elements. The complete rewrite of the General Plan, with the exception of the Housing Element, was approved by the City Council on September 22, 1998. The Housing Element, 1999–2006, was approved in February 2003 and has been certified by the State of California.
