The City of Hercules goes through an extensive bidding process for many of its medium and large scale projects. Bids are awarded based on a combination of a company’s experience and cost estimate. A Notice to Bidders is posted in the paper as well as being available on our website. Firms interested in bidding must purchase a plans and specifications package from our Public Works Department for $100. If there are amendments or clarifications, a notice will be sent to those who have already purchased a bid packet. A bidders list is also made available on our website or by contacting the Public Works Technician.
On the date and time all bid packets are due, each bidder and their total cost estimate will be announced. The apparent low bidder will also be announced. Each bid packet must be complete and signed and include a bid form, a list of subcontractors, a non collusion affidavit and a bid bond amount. Other items may be required depending on the particular project.
Bids are then reviewed to make sure they meet the specifications of the project and to ensure all calculations are correct. After review, the staff makes recommendations to the City Council to award the project to the lowest responsible bidder. City Council then accepts the bid and a letter of award is sent to the awarded company. The name of the company and amount of the bid will also be posted to our website.
