In anticipation of the many major development and transit projects that will generate much more demand for parking within Hercules, the City Council in March of 2006 approved a work package for a Parking and Mobility Plan. After a nationwide-search for qualified consultants and a request for proposal (RFP) process, the City Council authorized the staff to hire the parking consulting firm of Carl Walker, Inc., to assist the City in developing a Parking Management Plan.
The first two tasks in developing the plan were to submit a parking study (PDF) and to develop parking alternatives (PDF). After a series of public workshops to review these initial reports, the City Council in May 2007 adopted a set of guiding principles, which established the vision and priorities related to parking policy.
