Mr. Oliva brings to the City of Hercules over 30 years of administration experience in the public, private, and non-profit sectors. He currently serves as the City Manager and Executive Director of the City of Hercules and the Hercules Redevelopment Agency.
He previously served municipal government agencies in California as City Manager, City Administrator, Executive Director of Redevelopment, Housing Authority Director, Director of Public Works, Director of Economic Development, Director of Community and Recreation Services, and Capital Projects Manager. He also served as the Executive Director of the Montebello Housing Development Corporation (MHDC), a non-profit housing agency.
In 2002, he was retained by the City of Hercules to assist in re-establishing the city’s affordable housing program. The city’s program has made great strides in delivering affordable housing opportunities to the community, including ownership, rental, and restoration/rehabilitation programs.
Since becoming City Manager/Executive Director, Mr. Oliva has made great strides towards seeing Hercules’ vision become a reality. In 2008, the City restored the Civic Arts building and completed Frog Pad Park in the Waterfront district and several City parks were renovated utilizing State grants. Just this year, the City/Redevelopment Agency broke ground on the Sycamore Downtown project, purchased several properties for redevelopment purposes including the former Wal-Mart property, a commercial parcel on the corner of Victoria Cressent and a 98,000 square foot development in the North Shore Business Park , which was leased to the Bio-Rad Laboratory Corporation. Recently the redevelopment agency took action to enhance its territory and extended the life of the Redevelopment Project Area, which will bring an estimated $250,000 in additional tax-increment revenue back into the City.
Mr. Oliva is a graduate of California State University at Long Beach. Prior to pursuing his college education; Mr. Oliva served in the United States Air Force. He is married and enjoys spending time with his six children, ages 12 to 21. He also enjoys reading, sports, and traveling.
