The City Manager's Biography

Hercules City Manger Steve DuranSteve Duran began his career in real estate in 1975 while majoring in real estate in college. He gained expertise in many areas of real estate, business management and urban economics in the private sector. Steve spent four years as a real estate appraiser with a bay area based bank before getting into corporate real estate as a representative for a multi-billion dollar diversified financial corporation in 1981. By 1985, Steve was the company’s Regional Real Estate Manager for the western United States and Canada and continued to work in the general area of commercial real estate until 1998, including corporate real estate, property management, commercial brokerage, real estate negotiations and consulting.

In 1998, Steve went to work for the San Jose Redevelopment Agency as a Senior Negotiations Officer. Focused on the revitalization of Downtown San Jose, Steve negotiated several development agreements for office buildings, hotels and residential developments, as well as overseeing key lease negotiations for retail and entertainment space. In 2000, Steve was promoted to Manager of Downtown Development and Implementation and took on the management of staff responsible for development negotiations, entitlements and project management of private sector development in Downtown San Jose.

Steve went to work for the City of Richmond as the Community & Economic Development Agency Director and Executive Director of the Redevelopment Agency in 2002, with executive management responsibility for the Redevelopment Agency, including Redevelopment, Affordable Housing and the Office of Economic Development, as well as the Richmond Housing Authority and the City’s Employment & Training Department.

Steve came on board as the City Manager for the City of Hercules on October 10, 2011. His top priorities are balancing the budget and restoring financial stability, cleaning up real estate messes and moving development forward, and ensuring that municipal services are provided effectively and efficiently.

Steve holds an Associates Degree in Real Estate from Contra Costa College, a Bachelors Degree in Business Administration with a concentration in real estate from California State University at Hayward and an MBA in management from Golden Gate University.
