The City of Hercules has developed the Gas Shut-Off Valve Program to meet the safety and code compliance under the California Public Utilities Commissioned. The installation of a Gas Breaker Automatic Gas Shut-Off Valve will reduce the chances of a fire or explosions by automatically shutting off gas service in the event of pipe breakage due to an earthquake or other potential disasters. The program’s goal is to protect a home or a building 24 hours a day, 365 days a year, whether a homeowner is present or not.
To be eligible for the program, applicants must meet the following criteria:
Property must be in the City of Hercules;
- Property taxes must be current;
- Property must be an owner-occupied single-family structure and/or two- to four-units owner-occupied structures;
- Property must have been built prior to March 21, 2000;
- Applicant must reside in the property and be must be owner of record; and
- Applicant’s adjusted gross household income cannot exceed 120% of the median income for Contra Costa County as defined by the United States Department of Housing and Urban Development (HUD) and the State of California Department of Housing and Community Development (HCD). Household income includes all income received by all household members over the age of 18 years who are not full-time students. The income guidelines are adjusted annually by HUD and HCD; a current income schedule is available in the Affordable Housing Program office. To determine income qualification, the most current income guideline schedule will be utilized upon submittal of a complete application for the program.
If an applicant does not qualify based on the income guidelines determined for Contra Costa County, he/she may still request to have the gas shut-off valve installed for an $88.00 fee. This fee includes the gas valve and installation.
