Measures B & C Oversight Report
Hercules voters approved extensions for two local tax measures in November 2015. These extension measures were on the ballot as Measure B (a local sales tax override) and Measure C (a utility users tax override). Originally approved as Measures O and A, these measures provide an important on-going income stream to support local services which cannot be taken by Sacramento. The approved measures require that a citizen oversight panel review the Measures annually to ensure the funds generated are spent appropriately and if their continuation is warranted. The City’s five member Finance Commission serves in this oversight capacity. The Finance Commission recently presented their annual report on Measures B & C for the 2016/17 fiscal year, which ended last June, to the City Council. In summary the Finance Commission found that:
- For Fiscal Year ending June 30, 2017, the funds generated were spent in accordance with the Measure B
- For Fiscal Year ending June 30, 2017, the funds generated were spent in accordance with Measure C
- That both Measures B and C should be retained since the City of Hercules still requires these funds to achieve long term financial stability with adequate financial reserves.
