New Fire Facilities Impact Fees Proposed

Fee Nexus Study Available; Council Hearing Set for April 23

The Hercules City Council will hold a public hearing at its regular meeting on Tuesday, April 23, 2019, at 7:00 p.m. to consider amending the City’s Master Fee Schedule to include fee increases and modifications to the Fire Facilities Impact Fees. These impact fees are imposed by the Rodeo-Hercules Fire Protection District and are proposed to be set at the maximum justified rate, plus 2% administrative charge, for new enclosed/habitable construction--including miscellaneous buildings and garages--as follows:

  • $1,680 per residential unit
  • $1,036 per multifamily residential unit
  • $785 per accessory dwelling unit
  • $0.84/sq. ft. commercial
  • $1.13 sq. ft. office
  • $0.48/sq. ft. industrial
  • $101/ hotel room

The proposed fees would include an automatic annual adjustment based on the “construction cost index,” or the “consumer price index,” whichever is higher. The proposed fees are based on the Final Revised Fire Facilities Impact Fee Update Study (dated April 8, 2019), which includes the data required by California Government Code Section 66016. Any interested person may appear at the public hearing to be heard on this matter. A staff report will be available for review no later than three (3) days prior to the meeting on the City’s website; hard copies of the report can be obtained at City Hall or by calling the City Clerk.
